Abortion is legal but heavily restricted in Wisconsin. State law includes a mandatory in-person, two-visit requirement for care, insurance and telehealth prohibitions, and some of the nation’s most prohibitive medication abortion restrictions.
Each year, CORE analyzes the most recent nationally available data to understand how Wisconsinites access abortion care despite numerous barriers and restrictions. While some receive care at clinics in Wisconsin, others turn to out-of-state telehealth providers or travel to states where abortion access is less restricted. Here, we present the latest data from 2025.
Approximately 11,930 Wisconsinites received abortion care from a clinician in 2025.
- Nearly half (5,770) received care at a brick-and-mortar clinic in Wisconsin.
- Nearly a quarter (2,790) received telehealth medication abortion from shield law providers in other states. (CORE explains shield laws in this brief.)
- The rest (28%) traveled to Illinois (2,540) or Minnesota (830) to receive care.
In 2025, 1,320 more Wisconsinites received abortion care from a clinician than in 2024.
- 1,200 more abortions were provided in brick-and-mortar Wisconsin clinics.
- 720 more abortions were provided via telehealth by shield law providers. This growth is consistent with increases seen nationwide.
- 550 fewer Wisconsinites received care in Illinois and 50 fewer received care in Minnesota.
Many people are left out of these data.
While we know approximately how many Wisconsinites received abortions at brick-and-mortar clinics or ordered medication abortion pills online from shield law providers in 2025, we do not know how many Wisconsinites wished to end their pregnancies but were unable to obtain the abortion care they desired. CORE research shows that the legal, logistical, and financial barriers to obtaining wanted abortion care are insurmountable for some.
We also do not know how many manage their abortion outside the healthcare system, including obtaining abortion medication online without support from a doctor or clinic.
